Guidance for mitigation and drying work, including documentation expectations and the role of FEMA Bulletin W-13025A.
Before Mechanical Drying
- Wet materials must be removed before mechanical drying begins when removal is necessary due to floodwater contamination or saturation.
- Take photos before removal, during removal, and after removal.
- Keep invoices, drying logs, equipment lists, moisture readings, and room-by-room documentation.
Mitigation Charges Are Evaluated
- Drying and mitigation-related charges are evaluated only to the extent they are necessary to address covered flood damage.
- Charges must be reasonable, properly supported, and tied to the covered flood loss.
- Invoices should identify dates, rooms/areas serviced, equipment used, labor performed, quantities, and pricing.
FEMA Bulletin W-13025A
- FEMA Bulletin W-13025A provides NFIP claims guidance for evaluating, documenting, and determining the allowability of structural drying and related mitigation charges under the SFIP.
- W-13025A is not intended to serve as a field manual or instruction guide on how to physically dry a building.
- Drying and mitigation charges outside applicable guidance may be reduced or disallowed during claim review.
