ICC Overview

General overview of Increased Cost of Compliance and the local floodplain administrator’s role.

What ICC Is

  • Increased Cost of Compliance may help with certain compliance costs when a covered building is substantially damaged or repetitively damaged under applicable floodplain requirements.
  • ICC is separate from the regular building damage estimate and requires specific eligibility documentation.

Who Determines Compliance Requirements

  • The local floodplain administrator or building official typically determines whether the building must be elevated, demolished, relocated, or otherwise brought into compliance.
  • A substantial damage determination or similar local documentation may be required.

Official ICC Brochure

FEMA’s Increased Cost of Compliance brochure explains ICC coverage, including mitigation measures such as elevation, relocation, demolition, and floodproofing for eligible non-residential buildings.
